After the reforms of 1410, the veche was restructured on a model similar to that of Venice, becoming the Commons chamber of the parliament. An upper Senate-like Council of Lords was also created, with title membership for all former city magistrates. Some sources indicate that veche membership may have become full-time, and parliament deputies were now called vechniks. It is recounted that the Novgorod assembly could be summoned by anyone who rung the veche bell, although it is more likely that the common procedure was more complex. The whole population of the city—boyars, merchants, and common citizens—then gathered at Yaroslav's Court.

In 1917, The Bureau of Los Angeles Aqueduct sought to build a holding reservoir to regulate flow and provide hydroelectric power and storage in case of disruption to the aqueduct system. The resulting St. Francis Dam was completed in 1926 and created a reservoir capacity of 38,000 acre-feet (47,000,000 m3). On March 12, 1928, the dam catastrophically failed, sending a 100-foot high (30 m) wall of water down the canyon, ultimately reaching the Pacific Ocean near Ventura and Oxnard, and killing at least 431 people. The resulting investigation and trial led to the retirement of William Mulholland as the head of the Los Angeles Bureau of Water Works and Supply in 1929.

An event like the ShakeOut Scenario could damage the tunnel at the fault crossing and shallow sections near the tunnel portals. MWD coordinates with its member agencies to set criteria for emergency storage, assuming that damage from a major SAF earthquake could render the aqueducts out of service for 6 months (MWD 1991). The objective is to ensure water supply and delivery to all member agencies during the outage. This objective allows MWD to provide 75 percent of member agencies’ retail demand under normal hydrologic conditions, supplementing local water production to avoid severe water shortages while the aqueducts are out of service. Independent studies based on the ShakeOut -Scenario noted that repairs to all three aqueducts would likely require more than 6 months.

The hypothesized Mw 7.8 earthquake has an epicenter at the Salton Sea and ruptures along a 300 km (190 mile) distance north to Lake Hughes (Graves et al. 2008; Hudnut et al. 2008). Jawbone Canyon "Siphon""Don't call it a 'siphon,'" says LADWP's Barker, "It's a 'sag pipe.'" However, the "siphon" terminology was a popular, if not accurate, description of the pressurized structure, in the era the Aqueduct was built. Without the use of mechanical pumps, gravity works the water down and back up again through water pressure and the width and thickness of the piping.

The dam failure is the worst man-made flood disaster in the US in the 20th century and the second largest single-event loss of life in California history after the 1906 San Francisco earthquake. The format allowed the candid exchange of information and ideas among all participants. The LADWP is the second-largest employer in Independence, a town of some 600 people and the seat of Inyo county. In addition to providing electric power utilities to most of the area, LADWP crews also perform monitoring and maintenance tasks on the Aqueduct, groundwater pumps, dust mitigation efforts, and the Lower Owens River project. Recent CRA seismic vulnerability assessments identified the Whitewater Tunnel No. 2 as the most likely component of the system to sustain major damage from a strong earthquake on the southern SAF (MWD 2016; Weldon et al. 2014, 2016). The tunnel’s alignment closely parallels the SAF and crosses a splay of the fault.
Manzanar National Historic SiteThe place where over 10,000 Japanese Americans were interned during World War II also has a connection to the Aqueduct. The LADWP had begun pumping out Owens Valley groundwater into the Aqueduct in the 1920s, and farmers lacked water for irrigation, rendering the former apple-growing farm community of Manzanar (hence the name in Spanish) a ghost town by the end of that decade. In 1933 the LADWP purchased the area around Manzanar for water rights, and the U.S. Army had to lease 6,200 acres of DWP-owned land to establish the War Relocation Center in 1942.
Under Mayor Eric Garcetti, a strategic plan for the City of Los Angeles, Resilience by Design (Mayoral Seismic Safety Task Force 2014; Jones and Aho 2019, this issue), was developed, with specific recommendations for improving the seismic resilience of the Los Angeles water system. One key recommendation is to “create a Seismic Resilience Water Supply Task Force . With the LADWP, MWD, and DWR, in an effort to create a collaborative and regional approach to protecting the resilience of our water supply.” This recommendation was informed by the ShakeOut Scenario, previously mentioned studies of the regional water supply, and LADWP (2014). As part of the Mayoral Seismic Safety Task Force, the LADWP developed an internal water system resilience program (LADWP 2014, which made the same recommendation as Davis and O’Rourke 2011). A major SAF earthquake could have severe impacts on aqueduct operations, including the potential to completely disrupt all imported water supplies to Southern California until repairs can be made. The ShakeOut Scenario was used to enhance understanding of the effects of a Mw 7.8 event on critical infrastructure and identify the physical, social, and economic consequences.

MWD also owns and operates five water treatment plants and over 800 miles of pipeline to distribute water imported from the CRA or the SWP California Aqueduct East and West Branches to member agencies. Additionally, an interconnection between the LAA and MWD system can be used to supplement the portion of MWD’s service area that is normally supplied by the SWP West Branch with water from the LAA. The California Department of Water Resources (DWR) operates the SWP, the nation’s largest state-built water development and conveyance system. Placed into service in the early 1970s, the SWP provides water for 25 million residents, farms, and businesses statewide, including 19 million people in the Southern California urban area (figure 1) via the California Aqueduct’s East and West Branches.

Cruises include a five-day Caribbean Getaway, with visits to Amber Cove in the Dominican Republic and Grand Turk. There will be two different eastern Caribbean cruises on offer which either visit Puerto Rico and Princess Cays or Amber Cove, Grand Turk, and Princess Cays. Further details for the ship are still yet to be confirmed but expect that she’ll have the same fantastic selection of dining venues and restaurants as Sun Princess. We do know that she will also feature Cirque Éloize shows, as will her sister ship. Her entertainment venue will be inspired by the white terraces of Santorini, and she will host a selection of unique food concepts too. She’ll be the third ship to have sailed for Princess Cruises under the Star Princess name.
She was first announced as part of the same deal with Fincantieri that would ultimately confirm her sister ship, Enchanted Princess, back in 2015, and her name was confirmed in 2017. She remained on schedule and was able to take her maiden voyage, as planned, in late 2019. The Sun Princess is the first in a brand new class of ship for the cruise line – the Sphere-class. Sister ship Star Princess launches in 2025, and expect a very similar ship in terms of features and concepts. It marks another first for Princess, with three new shows from Cirque Eloize on the top deck, rather than just in the theatre, offering stunning aerial performances.

There's also a DJ booth, from which a DJ was blasting music at close to dance club levels on the first day of our voyage. Umai Teppanyaki (also $45 per person, fixed price) is a classic Teppanyaki eatery, complete with chefs yukking it up while they cook in front of you in a way your kids will love. Alas, it's a venue marred by its location, as the noise from entertainment in the Piazza is overwhelming. While I dined, there was the cacophony of a live game show with cheering crowds taking place just steps away, followed soon after by a high-volume tribute to Motown. If you're sensitive to sound, bring your noise-canceling headphones. Here are my first impressions of the ship after three days on board.
The Piazza is a stunning central hub, and The Dome transforms from an enclosed pool space during the day to a vibrant entertainment venue at night.
